More is going on here than just setting the type attribute. You leave the original formatter so that you can examine the output on the console, and you add the todir attribute to the <test> element. This attribute tells the <junit> task where to write its data to, should it have a nested formatter that saves its data in a file. In other words, this tells the formatter where to write its XML files. The output on the console will be the same as before, but you ll also have an XML file in the test.junit.data directory.
